If you encounter an issue with the Joker Card when you try to use it to exchange the cards you want, it shows you that "you need to level up". This is because you have collected all the cards. Then when you try to use the Joker Card, a button will appear at the bottom of the window. Tick it and you can use it normally to exchange cards.
